"That project is going great," the developer told a reporter, about a year after the deal was signed, about the empty lot at Carefree Highway and Cave Creek Road. He was still chasing Trader Joe's as an anchor tenant. Fences ringed the property. Nothing else had moved.

Within months, his company was off the project entirely.

If you've been reading up on Carefree or Cave Creek as a place to buy, you've almost certainly run into some version of the same story: a 24-acre retail center called Carefree Quarter, promised for years, supposedly wrapping up construction by the end of 2026, anchored by a grocer and a pet supply store, finally bringing sit-down restaurants and daily conveniences to a corner that's sat undeveloped since a 2018 rezone. That version is still live on real estate blogs, city guides, and at least one paid market report updated as recently as August 2026. It's also out of date.

What the Public Record Still Says

Type "Carefree Quarter" into a search bar today and you'll mostly find the same set of facts, repeated in slightly different words. The Town Council approved a development agreement on November 14, 2024. The developer was Diversified Partners, led by a Scottsdale-based developer named Walt Brown. The plan called for roughly 124,000 square feet of retail across ten buildings. PetSmart was named as an anchor tenant. Trader Joe's was described as the top target for a second anchor. The completion deadline tied to the town's incentive package was the end of 2026.

That's a real timeline. It's just not the current one. A Carefree real estate market report published for August 2026 still describes the project as "under construction," still lists Trader Joe's as an anchor "in active negotiations," and still names Diversified Partners as the team handling leasing. None of that reflects what happened at the Town Council that spring.

What Actually Happened Between April and May

On April 7, 2026, Carefree's economic development director told the Town Council that the original development team was out. The stated reason was an issue with delivering tenants. The town's own announcement, published in late April, named the replacement: SimonCRE, a Scottsdale-based commercial real estate firm with a track record that includes the 1.3-million-square-foot Village at Prasada in Surprise. Leasing responsibilities shifted to a firm called Western Retail Advisors. And the project itself picked up a new name: Craig's Crossing.

By early May, industry coverage had filled in the financial details. The rebuilt project is projected to cost $60 million and deliver about 120,000 square feet, anchored by a 30,000-square-foot grocery store with an attached 16,000-square-foot building, three multi-tenant shop buildings, and eight smaller pad sites ranging from 1,700 to 4,700 square feet. A national grocer is described as currently under lease, but unlike the old plan, nobody has put a name to it publicly. Groundbreaking is now targeted for early 2027, not the "shops opening by mid-to-late 2026" language that circulated a year earlier.

Mayor John Crane's public comment on the switch was measured rather than triumphant. He said the town was "hopeful that our patience will be rewarded" with a retail center residents could be proud of. That's a different tone than "going great."

Why "Not Behind Schedule" Was True, Right Up Until It Wasn't

Here's the part that actually matters if you're trying to read this market correctly. For most of 2025, when locals asked why nothing was happening on that lot, the town's honest answer was that the project genuinely wasn't behind schedule. The incentive agreement's real deadline, the one tied to the $7 million infrastructure package, was 60,000 square feet built by the end of 2026. A five-year backstop, not a monthly progress report. As long as that end date was still years out, "on track" and "empty lot with fencing" could both be true at the same time.

That's a common feature of municipal development incentives, not a Carefree quirk. The contractual clock doesn't start pressuring anyone until the deadline gets close. Which means a project can look identical in public statements for a year, right up until the moment the developer either breaks ground or admits they can't. Diversified Partners spent that year still publicly optimistic about landing Trader Joe's. Then, apparently, tenant commitments didn't materialize the way the deal required, and Empire Group, which owns the land and bought it in 2017 for $6.5 million, made the call to bring in a different team entirely.

Carefree runs on sales tax. Roughly 63 percent of the town's annual operating budget comes from it, a structure that keeps property taxes unusually light for owners but also means the town has a direct financial stake in this corner actually getting built. That's part of why officials kept the "not behind schedule" language going as long as they credibly could, and part of why the switch to SimonCRE happened relatively fast once the original tenant pipeline stalled.

For anyone weighing Cave Creek Road frontage, or a home in the surrounding subdivisions, as a bet on future retail and amenity growth, the honest read as of September 2026 is this: the corner is still coming, the site plan is still real, the incentive money is still on the table, but the actual construction clock reset when the developer changed. An early 2027 groundbreak means the grocery-anchored center most people have been picturing is a multi-year build from here, not a matter of months, regardless of what an older completion date still says on a page you found through a search engine.

The other useful signal is the rename. If you're trying to track this project going forward, search "Craig's Crossing" alongside "Carefree Quarter." Coverage under the new name is where the current information lives. Coverage still using the old name and the old developer's name is very likely working from outdated material, even when it looks recently published.
